Kelly Bush (city staff) presented the required notice of the current tax digest and five-year levy history and recommended adoption of a full-rollback maintenance and operation millage rate of 5.844 mills.
Bush said the city did not need additional advertisement this year because a full rollback was proposed, a decrease of 0.139 mills from the prior 5.983. Councilmember motioned to adopt the rate, the motion was seconded and council voted unanimously by vocal assent: “All in favor, say aye — Aye. Motion carries.”
During questions, council discussed how homestead assessment freezes affected net tax dollar increases in prior years and the limited growth in net tax dollars projected for the current year. Bush explained that homestead properties’ assessed values were frozen this year and that going forward assessment growth is limited (up to 3% or CPI, whichever is lower) under state law. The city will complete and file the required state forms following today's vote.
