Prescott Valley approves Phase 1 water conservation master plan contract ($80,000)

The Prescott Valley Town Council on Oct. 23 approved a professional services agreement for Phase 1 of a town water conservation strategy with Madaus/Modus Water Management not to exceed $80,000.
Town staff said the project will document goals, analyze current and potential conservation measures, incorporate existing data (including the recent housing needs assessment), and produce a technical memo to inform the next water‑rate study. Phase 2, budgeted for the next fiscal year, includes drafting the final plan, model software finalization and staff training. Total project cost across both phases is $169,873, staff said.
Miss Lundblaw, the staff presenter, described the firm as experienced in producing conservation plans for municipalities and noted the contract includes public engagement and a town survey. "They will be giving us a preliminary list of at least a 100 different potential conservation measures that we will tease down to a more manageable list," Lundblaw said.
Council members supported the work as an investment to reduce long‑term water costs and better prepare for future regulatory requirements. The motion to approve Phase 1 passed unanimously.
