At the Oct. 23 meeting the Prescott Valley Town Council approved multiple ordinances, resolutions and contracts. All recorded votes during the meeting were unanimous. A summary of formal actions taken follows.
Ordinances and resolutions
- Ordinance 2025‑966 (ANX25‑001): Annexation of ~5.66 acres for GAMPA/Yampa Precision Manufacturing. Motion carried; ordinance adopted. (Second reading and final passage.)
- Ordinance 2025‑967 (ZMC25‑007): Zoning map amendment for the annexed parcel to Industrial General (IG). Adopted.
- Ordinance 2025‑968: Amendments to Town Code (chapter 2) to conform with state legislation regarding open‑meeting law exemptions for 3‑member advisory committees. Adopted.
- Ordinance 2025‑961: Amendment to bonding and procedures for seized/abused animals to comply with state statute; adopted.

- Professional services agreement: Approved Phase 1 water conservation master plan agreement with Madaus/Modus Water Management (Phase 1 not to exceed $80,000).
- Resolution 2025‑2437: Authorization for the mayor to sign the WIFA loan/grant agreement for PFAS treatment at Quailwood Well No. 3 (WIFA loan ~$4.17M with ~90% forgivable principal; additional federal grant funding included). Approved.
- Resolution 2025‑2436: Approval of combined WIFA loan/grant for stormwater recharge field trials (side‑by‑side infiltration basin test using deep infiltration columns). Approved.
- Consent agenda: Single consent item approved by motion.
Tabled action
- Resolution 2025‑2438 (accepting the Citizens Recreation Facility Advisory Committee recommendation for an aquatic and recreation facility): Tabled by unanimous vote; staff directed to run polling and return for a Dec. 3 study session.
