Committee reviews shop building bid schedule, questions MSA specs and equipment replacement program

County staff told the Adams County Property and Recreation Committee that MSA has prepared bid documents for a proposed shop building and the package will be advertised on the county website; staff said bids will be accepted beginning the week of Nov. 21 with a bid opening scheduled for Nov. 18 and the committee will review bids at a later meeting.

Doug (staff member) said the bid documents are posted on the county’s bids page and that a reduced-scale set of plans will be made available at the parks office for public review. Doug said MSA is preparing the documents for bid and the committee will consider award recommendations at a future meeting rather than at the public opening. He also confirmed that plan downloads carry a modest fee (about $20–$25).

Committee members questioned elements of the design. Taylor questioned why the shop plan called for a 7‑inch concrete floor, 2x8 interior studs, and a 3,000‑gallon holding tank; Scott and others said those details appeared to exceed typical code or expected needs and suggested exploring lower-cost plan options or rebidding with different specifications. Doug said the design team offered cost-reduction options and staff removed several items from the plan to reduce cost but that current code can require floor drains tied to holding tanks.

On equipment replacement, Scott asked whether the county gains value from exchanging small equipment annually (Bobcats/skidsters). Bill (staff member) said the trade-in terms have changed—the program previously allowed exchange plus $3,000 but those values have doubled—so the county may stop the annual exchange program and extend equipment life in place.

No bid awards or contract approvals occurred at the meeting; staff said the committee will review bids after openings and may accept or reject bids at a later meeting.
