Commission schedules Dec. 3 public hearing for Elam Road annexation; staff notes sewer capacity review

On Oct. 15 the Planning Commission voted to set a Dec. 3 public hearing on an annexation petition covering about 10.3 acres along Elam Road, including roughly 1,200 linear feet of Elam Road right-of-way. The petition involves two properties owned by the Kentucky-Tennessee Conference Association of Seventh-day Adventists and a city-owned narrow strip of right-of-way.
Ms. Smith presented the parcel and explained the area is within the city’s urban growth boundary and contiguous to city limits on the northeast and southerly boundaries of the Seventh-day Adventist properties. Staff said Rutherford County Commission previously consented to the annexation of the Elam Road section should the city pursue it. She noted staff preliminarily verified sewer capacity to serve the church and school properties and that a draft plan of services will be included in the public hearing materials.
Commissioners moved and seconded the motion to set the public hearing for Dec. 3, and the motion passed by unanimous roll call.
Staff said the annexation supports longer-term circulation projects that would connect distribution roads to signalized intersections and facilitate future roadway and development planning in the area.
