The Planning Commission on Oct. 15 approved the Keystone Bridal final plat, a subdivision to create four parcels on approximately 8.77 acres, subject to staff comments and potential refinements through purchase-and-sale and development agreements.
Staff explained the site spans multiple zoning districts (PUD, CBD, CCO) and that eight existing parcels are being resubdivided. The presentation identified numerous existing utilities (sewer, drainage, water) that are shown on current maps; staff recommended adding final-plat language that tracks those utilities and requires a mandatory referral if utilities are removed or relocated in the future. Staff also asked for language allowing planning and legal to determine remedies for a structure that currently straddles a proposed parcel line—demolition or another remedy could be required.
The proposed plan includes right-of-way dedications along South Church and Vine Street to accommodate planned lane configurations and to allow future access improvements. Staff recommended approval subject to the listed comments and to further refinements in development and purchase-and-sale agreements.
The commission moved, seconded and approved the final plat subject to those staff comments.
