Decorah to apply for up to $1 million IEDA CAC grant to close athletic complex funding gap

The council authorized staff to apply for an IEDA Community Attraction and Tourism (CAC) grant of up to $1 million to support the Decorah Athletic Complex project.
Travis told the council that the city, together with a fundraising committee, has assembled a local match package that includes more than $1 million in private donations and pledges, nearly $1.2 million in unexpended city funds, $377,000 of WQI grant funds and a $5,000 county contribution. Those combined resources, staff said, would allow the city to pursue a higher CAC award than the previous $500,000 threshold and to treat the grant as scalable (i.e., the state would not necessarily treat it as all‑or‑nothing).
Councilmembers praised the fundraising effort and the breadth of community donations. The council voted to approve the application and the required local match. Project proponents said grant proceeds would be applied to remaining gaps in construction and to permanent site amenities, such as restrooms and concession/storage facilities; additional private gifts are still being solicited.
