Goochland highlights $5B Eli Lilly site, Amazon facility and new fire stations; county outlines infrastructure timelines

Economic development: Raley highlighted Eli Lilly's announced $5 billion investment in Goochland that county materials estimate would bring about 650 permanent positions and roughly 1,800 temporary jobs; he also showed progress on an Amazon 3.1 million-square-foot fulfillment center on Ashland Road (the county's materials show roughly 1,000 positions associated with that facility) and described other private projects including West Creek Commerce Center and Delta Citation buildings in Midpoint Industrial Park.
Utilities and debt: Raley said the Tuckahoe Creek Service District contains more than 122 miles of water main and 120 miles of sewer main and that the county expects to retire TCSD debt by 2030, which could reduce the service-district tax by about $0.32 per $100 assessed value for affected residents.
Capital projects: The county is advancing design and procurement for new Station 7 (Hockett Road) and Station 8 (Sandy Hook/Whitehall), both 3-bay stations, with Station 8 design near completion and construction expected to start in 2026'27 with opening targeted in 2027; architecture procurement for Station 7 was underway. The county also plans to pursue courthouse design under bond-authorized funds and will present a needs assessment to the Board.
Transportation and broadband: Raley updated construction on the Rockville Opportunity Corridor and Divergent Diamond interchange, including recent turn-lane work and an anticipated temporary traffic signal to improve turning movements. He outlined broadband fiber build phases and a county contact (Paul Drumwright) for residents seeking connections.

What the county did not decide: No binding county action on these projects was taken at the town hall; many items described were updates or design phases and depend on future procurement, bidding and Board approvals.
