Carmel board approves series of contracts, $50,000 community grant and energy‑center assessment

The Board of Public Works and Safety approved several procurement and grant items at its Oct. 15 meeting in Carmel.
Brad Pease, the city’s director of engineering, introduced a final balancing change order for the Spring Mill Run culvert replacement (project 22-SW-01), telling the board: "This is the final balancing change order for this project, so good news coming under budget." The board moved to approve the change order and the motion carried.
Zach Jackson, chief financial officer and controller, described a $150,000 amendment with Schmidt Associates (Waypoint Strategies division) to serve as owner’s representative and assess aging boiler and chiller systems at the city’s energy center, originally built in 2010–2011. Jackson said the equipment has reached the end of its useful life and the consultant will help "explore how to modernize and replace that equipment." The board approved the professional services amendment.
The board also approved a $50,000 budgeted grant agreement to Prime Life Enrichment Inc. "to help them with some projects and operational expenses for 2025," Jackson said while standing in for Kelly Douglas, director of marketing and community relations.
Crystal Edmonson presented a $130,578.31 contract with Hoods Garden Inc. for seasonal flowers around the city for 2026. The board moved and approved the contract.
A $61,520 contract with National Pavement Maintenance LLC for a liquid road project in the Wood Park neighborhood was approved after staff summarized the scope and members voted to authorize the purchase.
The items were approved by motion and voice vote; the record in the meeting transcript shows motions were made, seconded and the board voted "Aye" on each item.
