Torrance presents FY24–25 CAPER to HUD, reports sidewalk and fair-housing CDBG spending

The Torrance City Council held a public hearing on the city’s Consolidated Annual Performance and Evaluation Report (CAPER) for fiscal year 2024–25, a document the city submits annually to the U.S. Department of Housing and Urban Development describing how it used CDBG and HOME funds to meet strategic-plan goals.
Julia Smith, Community Development Department, said the city did not expend HOME program funds in program year 2024–25 and anticipates using the HOME allocation for a future affordable-housing project. The city used Community Development Block Grant (CDBG) money for a sidewalk-improvement project in a neighborhood bounded by Anza Avenue, Lomita Boulevard, Ocean Avenue and Fourth Street. "The sidewalk improvement project improved approximately 13,000 square feet of sidewalk and constructed 32 curb ramps compliant with ADA standards," Smith said. CDBG funds also paid for a fair-housing contract with the Housing Rights Center that served 131 Torrance residents.
Staff told the council that unexpected or unused FY24–25 funds were reprogrammed into FY25–26 and that the council approved that reprogramming on July 8, 2025. The CAPER was submitted to HUD on Sept. 26, 2025.
Councilmember Shea asked how many Section 8 housing-choice vouchers the city administers. Staff clarified that the City of Torrance administers vouchers for 487 households; the 68 contracts referenced in the CAPER are included within that total (they reflect participants who moved units or newly executed contracts), and the Section 8 waiting list is currently closed. Staff also noted that annual income recertification is performed for participants on the program.
No members of the public spoke at the hearing. The council closed the public hearing; no additional action was required at the meeting beyond receiving public comment and the staff presentation.
