At its Oct. 14 meeting the Titusville City Council approved ten consent-agenda items, appointed an alternate to the Board of Adjustments and Appeals and approved a final plat for a single-family subdivision.
Consent highlights (approved unanimously unless noted): task order MHTO005 to study feasibility of an aquifer storage and recovery (ASR) well ($59,792); citywide janitorial contract award to American Facility Services (annual not-to-exceed $225,000, pending final negotiation); acceptance of a FY24 SAFER grant for three firefighter positions and related budget amendment; issuance of a water-supply capacity allocation permit of 18,298 gallons per day for the Big Dance Car Wash development; change order for fire-station humidity assessment and design/construct phase services ($46,044.25); six-month extension of Starfire Corporation fireworks contract for the July 4, 2026 display ($38,500); Medicare plan renewals for city retirees (Cigna and Humana plans); award of a community shade-stop installation contract to SDV Services ($37,900) funded by CDBG; and advisability direction to draft an ordinance to permit live-work units in the Office/Professional zoning district.
Council also approved the purchase of a response-capable staff vehicle (2025 Chevrolet Traverse) after questions about fuel economy; staff indicated a newer model year earns about 27 mpg. Member Nelson moved and Vice Mayor Cole seconded approval of the pulled item; motion carried unanimously.
In appointments and land-use actions, council appointed Nathan Rothell (public-at-large) as an alternate member of the Board of Adjustments and Appeals (term to expire 07/31/2027). Council also approved the Harbor Lakes final plat, covenants and bonds for a 28-lot single-family subdivision north of Knox McCray Drive.
Votes at a glance: Most consent items were approved by unanimous voice vote. The vehicle purchase and the Harbor Lakes plat were approved unanimously; the appointment carried unanimously.
What happens next: Staff will execute contracts, complete negotiations where noted, process the Harbor Lakes plat recording and issue the water allocation permit.
