Madison County mental health levy renewal explained to Plain City Council; presenter outlines clinician embedding with sheriff

Adam Kemp, staff with the Madison County Mental Health & Recovery Board, briefed the Plain City Council on Oct. 13, 2025 about a renewal levy that will appear on Madison County ballots in November.
"This is a renewal. There's no new taxes," Kemp told the council, describing the measure as a continuation of an existing levy that was last passed 10 years ago. He said the levy equates to about 67 cents a month on a $100,000 home and emphasized that levy dollars would remain in Madison County to fund local services.
Kemp described a current project to embed clinicians with the Madison County Sheriff's Office, supported in part by a federal grant and leveraged with levy dollars. He said the embedded crisis clinicians will be posted by the end of the year (jobs posted) and that their role is to provide extended rapport-building and resource connection at crisis calls — work that, the board hopes, will reduce burdens on 911, emergency departments and county jails.
Kemp offered printed informational materials and signs and asked about the council's preference for leaving or distributing those materials at city hall; staff said materials could be left with the clerk. He also introduced board member David Doom (a former Madison County commissioner) who sits on the recovery board as a volunteer.
No council action on the levy occurred during the meeting; Kemp's appearance was informational and intended to inform local residents and the council ahead of the countywide vote.
