Plan Commission approves request to publish public hearing for 'The Grove' PUD rezone and concept plan

The Plan Commission on Oct. 15 granted permission to publish a public-hearing notice for "The Grove," a proposed PUD covering approximately 168 acres at White Oak and Park Place that would convert open-space zoned land to a PUD and accommodate about 275 residential units.
At Beckman of Old Toph Homes presented the concept and said the plan would include roughly 275 single-family lots (about 175 detached units and approximately 100 attached/cottage units), significant wetlands (about 35 acres) and a realignment of the Park Place entrance. "The current rendition of the project ... shows 275 single family, lots," the applicant said. The applicant committed to architectural standards that exceed the current ordinance, including composite siding on single-family and cottage units and windows on garage doors.
The applicant said the project would add right-of-way and construct part of Klein Avenue where previously only right-of-way had been planned, and that the entrance realignment will create a more defined four-way intersection. The developer also noted wetlands and a lateral of the Bull Run ditch run through the property, which informed the project's open-space design and commitments.
Commissioners asked procedural and connectivity questions; staff noted that the town had earlier received a grant-funded study exploring potential expansions of Klein Avenue and that the route's extension was on the town's planning radar. After discussion the commission voted to grant permission to publish a public hearing for the Grove PUD; a public hearing will be scheduled for mid-November and the project will undergo standard PUD review and technical checks before any final approvals.
The commission’s action authorizes public notice and does not itself approve the rezoning or final plat. Future submissions must address wetlands, right-of-way dedication, engineering comments and any impacts identified during the public hearing and technical review.
