Shakopee elementary principals reported a districtwide master-schedule realignment that adds Win Time (daily targeted support), a 30‑minute foundational literacy block, integrated STEM specialists and consistent gifted/enrichment blocks at each site.
Elementary principals told the board Oct. 6 that this fall the district implemented coordinated master schedules across elementary schools that include a daily "Win Time" for targeted interventions/enrichment, a dedicated 30-minute foundational literacy block, STEM specialists on a four-day rotation and consistent gifted and math enrichment blocks.
Stephanie Baker and other elementary leaders said the change allows service providers (special education, ELD, interventionists) to "flood" a grade level during Win Time so students receive targeted supports at the same time. Baker said the district began Win Time after a FastBridge data dive and estimates the change adds roughly 5–10 instructional blocks that create about 510 more focused instructional minutes for interventions compared with prior scheduling.
Principals described practical issues to monitor: traveling specialists (band, STEM) may create larger specialist-class sizes in some buildings; schedule handoffs and passing times (for lunch and specialist travel) need minor adjustments; and principals are monitoring class-size distribution where rebalancing occurred. Elementary leaders also described STEM curriculum organized by quarterly themes (launch, engineering, coding and design) and a more systematic, unit-by-unit gifted/enrichment grouping model that will reassign students each unit based on pre-assessments.
Board members asked about staffing, measurement of Win Time outcomes and potential impacts on specialist class sizes. Administrators said they will continue PLC coaching, classroom visits and progress monitoring and will return with implementation feedback.
