Parks director seeks $300,000 from CIP for facilities and outlines 3—25-year strategic plan

Director Danny presented a three- to five-year strategic vision for Parks & Recreation and asked the board to authorize a needs assessment and a facilities conditions report to guide a proposed $300,000 funding allocation in the capital-improvement program. Danny said the conditions report would document the lifecycle and repair needs for all park assets ' from picnic tables and HVAC systems to pool pumps ' and enable a prioritized CIP schedule rather than reactive repairs.
The director framed 2026 as a "foundation" year to implement a more program-focused approach: maintain core services, expand partnerships (for example, kayak rentals and event partnerships) and continue developing community programming such as senior and youth offerings. Danny highlighted 2025 accomplishments, including new partnerships, retained staffing and successful special events, and said the needs assessment and conditions report would better target the requested CIP dollars.
Trustees asked for documentation and clarified that the parks program has not historically kept a consolidated conditions report; staff committed to preparing that analysis and using it to guide CIP requests. The board did not take a final vote on the $300,000 allocation at the Oct. 6 meeting; the funding request will be considered as part of the formal 2026 budget process and the Nov. 17 public hearing.
What to expect: staff will produce a facilities condition report and a needs assessment and present a prioritized CIP list with estimated costs to the board; the $300,000 request remains subject to the general budget process and public hearing.
