Planning commission backs mining permit renewal for Shannon Hill Road property

Goochland County planners on Oct. 16 recommended a renewal of the conditional use permit enabling mining operations on a 34.368-acre property on Shannon Hill Road (CU202500006).
Planner Ben Ellis told commissioners the site is the old Moss Mine and that the operator will excavate and process material with crushing, washing and centrifugal separation. Ellis said the operation removes mercury from material and that no blasting is part of the permitted activities. Staff described the application as a renewal of a prior CUP, and said the renewal includes updated conditions covering nuisance controls, limits on off-site transport of toxic materials, screening, closure of pits and hours of operation. Staff proposed a 10-year permit term.
A community meeting on June 24 had three attendees; no public speakers appeared at the Oct. 16 hearing. The commission voted 5-0 to recommend approval; the case moves forward to the Board of Supervisors with staff's recommendation.
