Planning commission recommends renewal for Enterprise car-rental conditional use permit at Broadview Shopping Center

Goochland County planners and commissioners on Oct. 16 recommended renewal of a conditional use permit for Enterprise Leasing Company to operate automobile rental services at 40 Broad Street Road in the Broadview Shopping Center.
Planner John Michael Whelan told the commission that the property is zoned B-1 Business General with proffers and that the use has been operating under a CUP approved in 2019. He said the applicant is not proposing changes to the use and that staff updated the permit conditions to current standard language. Staff noted there is a 20-vehicle limit for fleet vehicles on the property, all vehicle cleaning must occur inside an enclosed detailing shed, and no outside storage or queuing is permitted. Staff recommended the CUP expire in 10 years (January 2035) in the draft conditions.
No members of the public spoke during the hearing. The commission voted 5-0 to recommend approval; the case is tentatively scheduled for the Board of Supervisors on Dec. 2, 2025.
Why it matters: The recommendation continues an existing commercial use in a commercially designated area and updates permit language to reflect current county standards.
