The move is intended to place fence appeals before a board with appropriate jurisdiction rather than the Fire and Building Code Appeal Board, which primarily hears building-code appeals.
Councilmember Evans offered a cleanup amendment to correct sections; Councilmember Allen offered an amendment adding a requirement that fences comply with Title 17 visibility standards. Both amendments passed (each recorded 6–0). The ordinance as amended passed unanimously, 6–0.
Under the action, fence regulations will be located in Title 16 under property standards and fence-related appeals will be heard by the Property Standards Board. Departments will implement the consolidation and align enforcement and appeal processes according to the amended code language.
