Mohave County Planning and Zoning Commission forwards most rezones, permits to Board; Kingman rezone denied

At its October meeting the Mohave County Planning and Zoning Commission approved the majority of rezones and special‑use permits on the agenda and forwarded them to the Mohave County Board of Supervisors for final action. The Commission voted to approve rezone and permit requests for properties in Beaver Dam, Golden Valley, Yucca and Antares Road vicinities, and denied a rezone request in the Kingman vicinity that staff said was inconsistent with surrounding density.

The commission began by approving the September minutes and then considered the following substantive items. Staff recommended standard conditions on each application unless otherwise noted.

• Item 1 (APN 4026398, Beaver Dam vicinity): Staff presented a rezone request from R1 (single‑family residential) to AR (agricultural residential) to allow a recreational vehicle to be used as a temporary residence. The applicant participated via Teams and did not present additional materials. The commission closed the public hearing and approved the request by voice vote.

• Item 2 (parcels 35109045–049, Golden Valley vicinity): Staff explained that a parcel platting error swapped zoning designations between two quarter‑sections; the requested amendment to Board of Supervisors Resolution No. 2024‑038 corrects the AR‑5A and AR‑8A designations as shown on Exhibit A. No public opposition spoke; the commission approved the correction.

• Item 3 (APN 3062911G, Golden Valley vicinity): The applicant requested a special‑use permit for an unmanned fiber‑optic utility compound housing inline amplifying equipment and ancillary support. Commissioners asked about site plan detail and whether a future cell tower would require a separate approval; staff confirmed any tower would require additional permits and that the conceptual site plan in the packet will be reviewed through the county site‑plan process. The commission approved the SUP with staff recommendations.

• Item 4 (APN 30607198B, Golden Valley vicinity): Parker Outdoor requested a permit for a billboard in a C2‑H (highway commercial) zone. The applicant, Donnie Plunkett, said one other digital billboard exists nearby and that ADOT limits animation, brightness and overnight operations. Members of the public raised concerns about distracted driving on State Route 68. Staff noted state statute and the county zoning ordinance limit movement/animation and set lumen and nighttime restrictions. The commission approved the permit.

• Item 5 (APN 3064516, Golden Valley vicinity): A rezone from AR‑10A to AR for a minor land division was presented; staff noted one letter of opposition. The applicant was available via Teams; the commission approved the request.

• Item 6 (APN 30643007F, Golden Valley vicinity): Applicant requested a rezone from AR‑10A to CRE (commercial recreation) for part of an existing RV park to allow rental cabins and manufactured homes. Staff clarified that the RV park could operate under AR with an SUP but CRE would permit additional uses; any future cabins or homes would require site‑plan review. The commission approved the rezone.

• Item 7 (APN 12336009, Yucca vicinity): A special‑use permit for a fiber‑optic utility facility in an AR‑36A zone was presented; commissioners had no outstanding conditions and approved the request.

• Item 8 (APN 20804070, Yucca vicinity): The commission considered a General Plan amendment (neighborhood commercial → general commercial) and a rezone from A (general) to C2‑H (highway commercial) to allow commercial development, including a proposed truck‑service facility. Staff reported multiple letters of opposition and one letter of support. Several members of the public spoke at the hearing expressing safety and litter concerns and questioned the need for another truck stop given existing facilities. The applicant (participating remotely) said the project site covers about 24 acres, would provide paved, designated truck parking, controlled access and would comply with county development standards. One commissioner vocalized a nay during roll‑call, but the motion to forward the item carried; the applicant must continue through the Board of Supervisors process.

• Item 9 (APN 31212080, Antares Road vicinity): An applicant proposed a standpipe/standpipe well and attendant distribution point to provide water to approximately 47 properties. Commissioners asked about capacity and permits. The applicant said potable water distribution would follow ADEQ New Source certification and a pay‑at‑point (credit card) meter setup was proposed. The commission approved the SUP with staff conditions.

• Item 10 (APN 3135515A, Kingman vicinity): Staff recommended denial of a rezone request from AR‑10A to AR‑5A to allow a minor land division, stating the request was inconsistent with the density and zoning of surrounding parcels. The applicant described an internal ownership dispute prompting the request. The commission voted to deny the rezone request; the denial ends the rezone request at the commission level.

All items approved by the Commission will be scheduled for the Board of Supervisors hearing on Monday, Nov. 3 at 9:30 a.m. at the same location, except any items continued by the commission.
