City staff reviewed the earlier agreement and compared charges at similar Wyoming airports. City Administrator Toman said staff applied a $18 monthly lease consistent with Central Wyoming International Airport practice and added a $40 monthly internet pass‑through. Staff reported Southwest’s regional representative indicated the fee was acceptable.
Council discussed procedural questions about taking the item off the table and clarified that the amendment to include the updated fee would be the basis for the vote. After a motion to amend the prior motion to include the new fee structure and a second, the council voted to approve the amended agreement.
The city attorney clarified that existing text in the agreement separated the $18 space fee from the $40 internet charge. Staff and council said the updated fee better aligns with comparable airport agreements and allows the airport to recover internet costs for equipment that relies on connectivity.
