Council briefed on new ECAD board nomination process under Senate Bill 2; two seats to be nominated

City staff briefed the council on the Ector County Appraisal District (ECAD) board nomination process that changed under Senate Bill 2 (2023) and explained upcoming deadlines for taxing units.
Norma said the law restructured the ECAD board to include appointed and elected directors and established a new staggered process. "There's 2 that are vacant or that are going to be expiring this year. So y'all need to nominate somebody by resolution," she said and described the timeline for nominations, ballot distribution and council voting. Staff told council they would provide the ballot list and prepare a nomination resolution for action at the Oct. 20 meeting, acknowledging agenda‑posting timelines.
Council asked for clarity on deadlines and staff said nomination materials will be provided and that voting occurs later in the schedule; no council vote on nominees was held at the meeting.
