The Half Moon Bay City Council voted Oct. 21 to participate in a multi‑jurisdictional inclusionary housing nexus and feasibility study and to appropriate up to $59,314 from the city’s affordable housing fund to pay the city’s share.
Staff asked the council to authorize the city manager to negotiate and execute an MOU and any related documents, and to appropriate funds not to exceed $59,314 for the project. A council member moved "per staff" and the motion passed on a roll call vote with all members voting yes: Council member Johnson, Council member Nagengast, Council member Penrose, Vice Mayor Redick and Mayor Robert Brownstone (roll call concluded 02:38:07). The measure authorizes the manager to finalize the city’s participation and obligate the appropriation from the affordable housing fund.
The study is intended to produce a regional analysis (nexus and feasibility) that can inform local policy on inclusionary housing requirements, impact fees and affordable‑housing strategy. Staff did not provide additional ordinance language for immediate adoption at this meeting; the action authorizes participation and funding only. Staff will return any final MOU or study results as required for council review.
