Parks staff asked the council to approve a $68,280 feasibility study from THK Associates to evaluate options for an additional 18‑hole golf course and associated clubhouse and operations model.
"The study is $68,280 and it is within our golf budget," John Rogers said, explaining the scope includes demand analysis, site and infrastructure evaluation, operational planning, funding and partnership opportunities, and public engagement. Rogers and other speakers argued Odessa’s primary municipal course was heavily used — staff cited roughly 40,000–50,000 rounds last year — and the study will assess whether a second course and a shared clubhouse could meet demand while maximizing revenue and event capacity.
Rogers said the parks operation had moved from years of subsidy to improved performance: "I'm very pleased to say that we have overcome that, and we're we're around $500,000 above our operating budget annually... our goal was $3,000,000 in total revenue, and we got to 2.94." He said a public‑private partnership is on the table but that parks would prefer local partners if possible.
The item was presented as an authorization to award a study and seek partnership opportunities; no final construction or bond authorization was requested at the meeting.
