ODC seeks $764,000 amendment for ICA loop‑road project north of Bass Pro

City economic development staff briefed the council on a requested amendment to a performance agreement between the Odessa Development Corporation and ICA Development to cover increased road construction costs in a 150‑acre mixed‑use development north of Bass Pro.
Dave Boutin described the original June 2024 performance agreement as a roughly $4.4 million grant intended primarily to fund a loop road through the development and related utilities. He said ICA encountered cost overruns tied to increased road construction specifications, heavier pavement to accommodate Kinder Morgan truck traffic, and additional engineering. "They came to us with about a million and a half of increased cost... That's about $764,000 — that's what this amendment does is it allows the agreement to, to increase from $4,400,000 to about $5,100,000," Boutin said.
Boutin said ICA pays for work and submits invoices for reimbursement under the agreement. He located the project as "just north of Bass Pro," running east‑west toward Kinder Morgan, and said the ODC board evaluated the amendment focusing on road construction costs. Boutin told council staff would place the amendment on a future agenda for formal council action.
No vote or final council action on the amendment was recorded at the meeting.
