Board approves fund-balance plan, capital-improvement updates and personnel resolution

The Plainfield School District 202 Board of Education voted to approve a phase 1 fund balance strategy that removes categories of restricted funds from the calculation used to determine excess reserves, and it adopted an updated capital improvement plan for the coming school year.

Board members also approved the consent agenda (items 6.2–6.16) and multiple monthly reports (items 9.5–9.9) by roll call during the meeting. In a separate vote the board approved a resolution authorizing the dismissal of teachers effective at the end of the first semester of the 2025–26 school term.

Board members discussed the purpose of the fund-balance framework, saying it provides “structure and guidance for returning funds to taxpayers when our resources exceed our needs,” and characterized the change as an administrative refinement to prior policy adopted Dec. 20, 2023. The phase 1 update removes restricted categories from the calculation used to determine available fund balance.

Roll-call votes were recorded on the record for each motion. For the motion to approve the phase 1 fund-balance strategy, the chair called roll: Miss Dalton—Yes; Mister Nichols—Yes; Mister Francis—Yes; Mister Roland—Yes; Mister Westfall—Yes; and other members indicated affirmative votes. The motion passed.

For the capital improvement plan update and for the slate of monthly reports, similar roll-call votes produced affirmative results and the motions carried. For the resolution authorizing dismissals (agenda item 10.1), the board moved, seconded and approved the resolution by roll call; the board recorded Yes votes from members present and the motion carried.

The board did not provide budgetary dollar amounts or lists of individuals subject to the dismissal resolution at the meeting; the resolution’s effective date was specified as the end of the first semester of the 2025–26 school year.
