Aransas County Commissioners Court authorized Amendment No. 1 to Anchor QEA’s contract on Oct. 1, adding $31,000 to provide additional services requested by the U.S. Army Corps of Engineers for the Shell Ridge Road Flood Protection Phase 2 project.
Ian Fisher of Anchor QEA told the court the USACE comments focus on updated seagrass information in the breakwater construction footprints and a new IPaC (information, planning and consultation) process because more shoreline has been designated as green sea turtle physical habitat since the original 2020 permit. “We expected this,” Fisher said; he estimated the Fish and Wildlife/NMFS IPaC step will add roughly four to six months to permitting work but said the work is procedural and should move forward once completed.
County staff said the amendment covers targeted seagrass surveys and the additional agency coordination needed to renew the USACE permit. The court approved the amendment on roll call; staff said the extra work was anticipated as part of a re‑run of permitting under current environmental rules and that the amendment funds the necessary technical responses.
No construction work or change to the project scope was authorized beyond the permit extension and design updates covered by the amendment.
