Aransas County accepts $500,000 CEPRA award and awards feasibility contract to Stantec for Lamar Beach Road

Aransas County Commissioners Court on Oct. 1 voted to accept a $500,000 Coastal Erosion Planning and Response Act (CEPRA) notice of award for a feasibility and alternatives analysis of Lamar Beach Road drainage and to authorize the county judge to sign related documents.

The court also considered the bid tabulation and awarded the professional services contract to Stantec (also referred to as Stanek/Stantec in staff notes), which scored highest in the solicitation process. County staff said GrantWorks (the county’s grant administrator for subaward DR‑4332‑0015) will request an extension to the grant’s period of performance; FEMA’s July 10 letter listed a performance deadline of May 22, 2026, and staff noted an extension will be required.

“Stantec scored the highest,” a county staff member said while reading evaluation notes. The court’s motion to accept the award and to approve the contract award carried on roll call; staff said the GLO SERPA contract for award administration will follow in a few weeks for county review and signature.

Project documents filed with the court tie the CEPRA award to a FEMA Hazard Mitigation subaward (DR‑4332‑0015). County staff said the feasibility study will include Lamar Beach Road drainage and alternatives analysis and will be used to shape later design and construction phases under hazard mitigation funding.

Staff said GrantWorks will pursue an extension of the FEMA performance deadline and will bring any extension request or contract documents back to commissioners for review before signing. No construction schedule or phased budget was presented at the Oct. 1 meeting.
