Provo — Trustees reviewed a package of policy updates during the Oct. 14 study session, and staff recommended that several items proceed to the business meeting for second reading and formal approval.
Key recommended changes include: clarifying permissible reasons for closed sessions and adding language that only a vote to end a closed meeting may occur in closed session; updating meeting‑location rules so regular meetings must be held within district boundaries unless a local emergency exists and allowing site visits or workshops outside those boundaries only under limited conditions; establishing expectations and procedures for electronic participation and clarifying that votes taken in electronic meetings must be roll‑call votes and proxy voting is not permitted; and inserting a code‑of‑ethics procedure that trustees must follow.
Staff also proposed updates to superintendent and business administrator procedures (including filing of the constitutional oath of office) and adjustments to principal duties to align with recent state school security requirements and terminology changes (for example, replacing the term 'classified staff' with 'education support staff'). Trustees discussed whether the principal duties list should remain in the 1000 series policies or be reclassified as a procedure or moved to a different series for clarity. The board’s policy committee will incorporate trustee feedback and present final language for a subsequent second reading.
Most of the items were presented as technical and compliance updates to align district policy with state law and administrative practice; trustees requested a few wording clarifications and asked staff to solicit additional feedback from principals on the principal‑duties document.
