Village approves two telecommunications agreements; Clearwave says build will rely on directional boring

The Morton Grove Village Board on Aug. 12 approved two telecommunications use agreements that allow fiber providers to use the public right-of-way to build or extend broadband infrastructure.
Resolution 25-59 approves a use agreement with Delta Communications LLC doing business as Clearwave Fiber. Charles Lawrence, representing Clearwave, told trustees most construction will rely on directional boring rather than open trenching and that the company intends to build in areas it considers underserved, avoiding unnecessary disruption where incumbent fiber already exists. Clearwave said it will work with property owners where private easements are required.
Resolution 25-60 approves a telecommunications use agreement with EZ Fiber (EZ Fiber, Delaware LLC). Trustees asked whether builds would overlap existing providers; village staff acknowledged overlap was likely in some locations and said construction methods and timing would be confirmed with providers as plans develop.
Both resolutions passed by voice/roll-call votes of 5–0. Motion for Resolution 25-59 was made by Trustee Shiba and seconded by Trustee Travis; motion for Resolution 25-60 was made by Trustee Thill and seconded by Trustee Minkx.
Village staff said the agreements set standards and expectations for right-of-way work and will help the village coordinate notifications to residents as construction proceeds.
