Morton Grove hires consultants, approves feasibility study for potential Dempster Street TIF

The Morton Grove Village Board on Aug. 12 authorized two steps toward potential redevelopment of Dempster Street: professional services agreements for financial and legal assistance and a feasibility study for a possible tax‑increment financing (TIF) district.
Resolution 25-57 authorizes professional service agreements with Johnson Research Group to provide financial analysis and feasibility work and LRAD Freeman LLP to provide land-use and municipal legal services related to any TIF that might be formed. Village staff said Johnson Research Group has supported the village’s development and TIF needs since 2019.
Resolution 25-58 directs staff to proceed with a feasibility study for redevelopment of certain properties along Dempster Street (Central Avenue to the Forest Preserves). Staff described the area as blighted in places, with structures below minimum code standards and a lack of private investment; the feasibility study will be prepared in compliance with the state’s TIF Act, and a copy will be transmitted to the village’s taxing bodies as required under state law.
Both resolutions passed on voice/roll-call votes of 5–0. Motion to approve Resolution 25-57 was made by Trustee Travis and seconded by Trustee Phil. Motion to approve Resolution 25-58 was made by Trustee Travis and seconded by Trustee Shiba.
Staff said the consultants will assist the village in ensuring any TIF proposal conforms with village code and state requirements; details of cost, timeline and study deliverables were not specified at the meeting and will be provided as part of the consultant engagement and study process.
