Placerville council directs staff to draft zoning-ordinance revisions to streamline approval process

Placerville planning staff asked the City Council on Aug. 12 for direction to begin drafting amendments to the city's zoning ordinance to clarify approval procedures and required findings and to streamline permitting. Ms. Kendrick said the effort aligns with the city—OVID?s strategic plan and would include review of compatible jurisdictions and state law such as CEQA and the Subdivision Map Act.
The staff estimate for preparing the amendment was approximately 10 staff hours and the work was described as an administrative action exempt from CEQA under section 15061(b)(3). Kendrick said the draft amendment would be returned to the planning commission for review and would be advertised with a 20-day public notice prior to any hearing.
Members of the public and council asked that any streamlining preserve protections for the city's historic district. Michael Drowbush said the city—OVID?s permitting process had been easy for homeowners but urged that over-the-counter or expedited permits for properties in the historic district should require exact like-for-like materials and scale reviews and suggested planning-commission review for compatibility.
Council voted to direct staff to prepare the zoning ordinance amendment and noted the public review steps that will follow.
