Riverwoods adopts zoning amendment, advances Orphans of the Storm special use and development plan

The Village of Riverwoods board adopted an amendment to the municipal zoning ordinance that defines "animal shelter" by reference to the Illinois Animal Welfare Act and establishes Section 9-11-16, which sets minimum parcel size, design criteria, and required findings before an animal shelter can be approved as a special use in the R-1 district.

Attorney Hovard told the board the change replaces an older, broadly worded special-use provision adopted decades earlier and reflects the plan commission's recommended procedures and findings. The board voted to waive first reading and later adopted the ordinance on a roll-call vote; the ordinance number was recited in the record as stated by staff.

Following adoption of the text change, the board considered the special use and development plan submitted by Orphans of the Storm. The plan commission unanimously recommended approval. The ordinance that accompanies the special-use approval lists required exhibits (site plans, elevations, civil drawings, and the petitioner's operational statement) as conditions of approval and imposes several specific terms: a combined, external operational cap of 240 dogs and cats as an outer limit, a commencement-of-construction timeline (start within one year of approval) and completion within two years of permit issuance, and easement clarifications for a historical seven-foot bike-path easement; the village and the petitioner agreed to pursue a 30-foot dimension from the north right-of-way line if future utility works require additional room, with the village responsible for any relocation of existing berms or noise-wall features consistent with prior agreements.

Michelle Shields, president of Orphans of the Storm, explained the animal-cap number reflected a worst-case scenario based on paired housing (two animals per run or housing unit in rare surge situations) and said the facility is designed to reduce stress for animals, citing a veterinarian review and design visits planned to other contemporary shelters. Shields said the facility's routine population historically has been "nowhere near" the 240 outer limit and that the design allocates isolation and holding areas to avoid widespread operational impacts.

The board accepted the plan commission's findings and conditions; the special-use ordinance memorializes the exhibits and operational limitations that will govern approvals and future inspections. The project must proceed under the conditions in the ordinance and associated exhibits or return to the board for changes.
