Park board approves Halborn Park maintenance deal, Fair Park management lease and security contract renewal

The Dallas Park and Recreation Board on Oct. 23 approved three Fair Park–related agreements and an off-site maintenance use agreement for Halborn Park.

The board voted to authorize a maintenance use agreement with the Greatway Public Green Foundation for Halborn Park, located between South Morpheus Avenue and South Ewing; the motion included an amendment that “certain prohibited uses, including events or uses that would have negative impact on animals, must be approved by the Dallas Zoo,” and was moved by Mr. Goldstein and seconded by Mr. Slaughter. The board approved the amended maintenance use agreement in a voice vote.

The board also approved a supplemental agreement to amend the management agreement with the Black Academy of Arts and Letters (BAAL) allowing BAAL to lease the Women’s Building at 3800 Perry Avenue for community operations and programming. Mr. Holstein moved the motion with a fiscal amendment clarifying payments of $60,000 in year one and $120,000 in years two through four; Mr. Slaughter seconded. Board members noted the item is intended to secure a tenant that will invest in building improvements and return events such as Mondo Latino to Fair Park.

Finally, the board authorized a two‑year renewal agreement for Fair Park security services, financed from the Fair Park Enterprise Fund; the motion (moved by Mr. Goldstein) included staff-requested updates to fiscal-year lines and fiscal figures. The motion passed in open session.

No roll-call tallies with named votes were read into the public record for these items during the meeting; the clerk announced the results by voice. Amendments and fiscal corrections discussed on the record were incorporated into the motions before the votes.

All three approvals were presented as individual-consideration items after the chair revised the consent agenda. Staff described the Halborn agreement as no-cost to the city with partner maintenance responsibilities; for the Fair Park management lease, staff supplied corrected fiscal information at the board’s request; for the security services renewal, staff noted modified fiscal-year allocations and the total financing amount drawn from the Fair Park Enterprise Fund.

The board did not take final action on the broader consent agenda items that remained on consent at the start of the meeting (emergency sheltering agreement, White Rock Hills Recreation Center, comprehensive plan, Fair Park janitorial services) during the individual-consideration discussion covered in this report.
