Board approves GDOT agreement for Phase 7 of Man‑O‑War Trail; $5 million reimbursement leaves shortfall

The Board of Commissioners voted on Oct. 21 to approve an agreement with the Georgia Department of Transportation that makes up to $5 million available to reimburse Harris County for eligible expenditures on Phase 7 of the Man‑O‑War Recreation Trail.
County staff said the phase 7 construction, if completed in full, is estimated at about $6.63 million, creating a funding shortfall the county will pursue through additional grants and regional partners, including the River Valley Regional Commission (00:38:49; 00:39:55). The chair asked the county manager to execute the agreement and related documents following the board—s approval.
A motion to approve the project agreement, adopt the resolution and authorize the chairman, county manager and county clerk to execute the documents was made and seconded; the chair recorded the motion as approved by voice vote (01:41:06; 01:41:15).
Why it matters: The trail is a multiyear recreational and tourism investment; securing $5 million in GDOT reimbursement covers most of the phase cost but leaves a funding gap the county intends to close through grant applications and other sources.
