Council committee reports on Oct. 20 provided updates on active construction and on the citys financial position.
Community Development reported that ECDA (Economic and Community Development Authority) received a six-month extension for healthy-homes work, has 34 construction projects underway, and completed roof repairs at Fire Stations 4 and 6. ECDA also reported that the public-service GRAMA agreement (public-grant administration) for program year 2025-26 was received and that HUD-related approvals and change orders may be delayed because of a federal shutdown. The committee said it voted in favor of conveying two city-owned properties to the Kankakee Regional Land Bank Authority.
The Budget Committee reviewed August financial statements: Comptroller Rogers reported that licenses, service charges, and fees were slightly behind budget because of timing and that property taxes were fully paid to date. Overall, general-fund revenue was described as "on target" for being one-third through the fiscal year. The comptroller also reiterated the administration goal to increase city reserves to $10,000,000 (transcript cited a target date as "02/1930" in remarks) and noted that approximately $2,000,000 in ARPA funds remain allocated but unspent. Staff said interest income and continued expense management are priorities.
The reports were informational and committee-level; the council approved routine bills and forwarded items as needed to future council consideration.
