The Post Falls City Council voted Oct. 21 to approve a contract to produce an updated drinking water system master plan.
Staff said the city selected Welch Comer through a prequalified roster and developed a detailed scope of work included as Exhibit A to the contract. The base price in the contract is $286,000 on a not‑to‑exceed basis; staff added a 10 percent contingency to cover limited additional work, bringing the total authorization request to $314,600. The payment will be funded from the water fund across the current and next fiscal year, staff said.
Staff described the scope as a comprehensive update to the 2017 plan that will include condition assessments, updated hydraulic modeling to reflect new wells (Well 10 and Well 11), a 20‑year capital improvement plan and a financial plan to pay for expected projects. The consultant will perform field data collection this winter and pressure testing next summer; staff estimated a council workshop on findings in about 10 months.
During council questions, staff clarified the $314,600 figure is the total project cost and not a repeating annual request. The consultant’s hourly-rate tasks are part of the not‑to‑exceed amount; any additional funded work would come back as a contract amendment.
The motion to approve the drinking water system master plan contract passed by roll call vote.
