District staff explain Paid Family Leave regulation changes, note conflict between Title 14 and Title 19

A staff presenter said the regulations were revised to add foster‑parent leave coverage and to remove an earlier limit tied to adoption age; those changes followed Department of Labor guidance. The presenter said that Title 14 (education code) and Title 19 (state personnel) are currently in tension on the question of adoption/foster‑care leave and that the district has sought HR coordination across other districts and with the Department of Labor to remain compliant while governed by Title 14.
"We're doing what we need to do to meet the standard of what we have to do," the presenter said, describing repeated updates to remain compliant as the department issued new guidance. Staff said the regulations are informational this month and that districts with policy language (instead of regulations) might have to carry changes through multiple policy readings or special meetings.
Board members were informed that Human Resources and a coordinator (named in the discussion) are working to limit further revisions and that the district will be in compliance after the current meeting.
