Council approves boat-launch contract, lift-station change order and FEMA grant; postpones Eastbank park change order

The St. Charles Parish Council took multiple formal actions Oct. 20, including contract awards, change-order approvals and grant acceptance.
Contract award: The council approved Ordinance 2025-0308 awarding a contract to Cycle Construction Company LLC for the Zalman’s boat launch (project P210705) in the amount of $4,989,859. Public Works said the project is a joint recreation–public-works effort and that funding is from the recreation department. The contract passed unanimously.
Bridge-park change order postponed: The administration asked that Change Order No. 1 for the East Bank Bridge Park Improvements (RECB123) be removed from the agenda and reintroduced with liquidated-damages language; the council voted to postpone the change order indefinitely.
Lift-station change order: The council approved Change Order No. 1 (final) for the East Bank Lift Station rehabilitation (project S211203) to increase the contract amount by $35,386.60 and add 173 calendar days. Staff cited unforeseen site issues and weather delays as reasons for the extension; the change order passed unanimously.
FEMA grant: The council approved Resolution 2025-0317 to accept a U.S. Department of Homeland Security FEMA port-security grant for $79,746 to purchase two tethered drones for the parish emergency operations center.
Appointments and other business: The council accepted a resignation from the Planning & Zoning Commission (District 3) and moved to fill a vacancy on the St. Charles Parish Library Board (District 2) with a nomination of Lindsay Tullier; nominations were closed and votes were unanimous. The FY2026 consolidated operating and capital budget ordinance was introduced for public hearings on Oct. 28, Oct. 30 and Nov. 3.
