Muncie City adopts 2026 stormwater, CNG and revenue budgets, approves 4.5% pay increase

Finance staff member Dina Collins presented the requests and asked for board approval.
Collins said the revenue budget reflects standard capital spending and higher bond payments; the president and board members noted the budget also includes a 4.5% pay increase for all employees. Board members did not raise substantive objections during the presentations. Each budget item was approved after a motion and second and a voice vote.
City staff and the board characterized the CNG station request as a discrete capital line item to support fleet fuel infrastructure. Collins described the stormwater request as the department’s submitted operating and capital plan for the year. The board’s approval authorizes staff to implement the budgets as presented; any changes or larger amendments would return to the board.
