The Lake City Planning & Zoning Board voted unanimously to approve petition SPR 25‑10 and its accompanying resolution (2025 PZSP‑10), permitting construction of a new Circle K convenience store and fuel canopy on Parcel 02465‑010 near West U.S. 90.
City staff presented the application and recommended approval, saying the property’s future land use is commercial and that the parcel is zoned Commercial Intensive under the City of Lake City Land Development Regulations (citing section 4.13). "The staff finds that it is consistent with the comprehensive plan and land development regulations," staff member Angelo told the board during the presentation.
Applicant Michael (Mike) Miles, a professional engineer with Dynamic Engineering, confirmed key permit progress and timeline. "Columbia County has issued a driveway permit for the access on Pine Mountain already," Miles said, adding the Suwannee River permit resubmittal is under way and expected within a month.
The site plan calls for two points of ingress and egress — a shared entrance on U.S. 90 and a second access on Southwest Pine Mountain Road — and a single fuel canopy serving general automotive traffic. During public comment a resident asked whether the proposal resembled a prior truck‑oriented high‑flow canopy; staff clarified the current plan is a single canopy intended for general automotive customers and not a truck stop.
After presentations and no requests for cross‑examination, a board member moved to approve and the motion was seconded. The chair called the roll and the motion carried unanimously. The board approved the resolution authorizing the site plan; completion of building permits and any outstanding agency permits remain required before construction begins.
Next steps: the approval allows the applicant to pursue ministerial permits, but construction and operation remain contingent on outstanding permitting (the Suwannee River permit) and any required building‑permit reviews.
