Saline County election staff on Nov. 4, 2025 recommended that the canvass board count 75 provisional ballots, partially count one ballot and reject 18 others, and the board approved those recommendations unanimously.
The recommendation came during a canvass meeting in which election staff reviewed categories of provisional ballots and applied statutory tests to determine which races could be counted. “So I have 75 that I recommend be counted,” Speaker 2 said, summarizing staff findings that included 56 voters who moved within the county (eligible for full counting), two who moved within the county but did not complete a new registration card, six who voted at the wrong polling place, five who received an advance ballot and also voted at the polls, four name changes and two clerical errors.
County staff said they compare the ballot a voter returned with the ballot they would have been assigned at their correct precinct and count every race that is identical between the two. That approach, staff said, makes it easier to count city ballots when voters cast at the wrong city polling place because those ballots often contain the same contests.
A motion to accept the 75 recommended ballots was made, seconded and approved by a voice vote recorded as 4–0 in favor. Staff also recommended partially counting one ballot that had moved within the county and voted at the wrong polling place; the board accepted that partial count recommendation.
Staff recommended rejecting 18 ballots for specified reasons: 10 voters were not registered by the registration deadline (staff said six were not registered anywhere in Kansas and four were not registered in Saline County), four mail ballots were returned with late postmarks (which staff said state law prohibits counting), two resulted from clerical errors, one mail ballot lacked a signature after multiple contact attempts, and one voter had moved out of county and not re-registered. The board voted to reject those 18 ballots, 4–0.
Election staff also reported 50 ballots marked undeliverable and said they had made multiple attempts to contact those voters; county staff will research those further after the election. Staff reported slightly more than 1,700 early votes and about 500 mail ballots, totaling a little over 2,000 votes by early/mail methods out of roughly 8,200 registered voters.
The board completed the canvass items, recessed other counting work upstairs for further processing and then adjourned.
The canvass board’s actions were procedural application of state rules and local verification; staff said the recommendations were supported by statutes and reviewed by the county counselor, Montoya.
