Council approves settlement in Egress v. City of Richmond; other closed‑session items left without final action

The city attorney reported that no final action was taken on those additional closed‑session items.
What happened next: The council returned to open session and proceeded with the regular agenda. The settlement terms were not read in open session; the city attorney said the settlement will become final upon execution and that terms will be available upon request.
