Hyde Park City Council on Nov. 12 adopted a series of routine and contested items, including a solid-waste fee update, a residential rezoning, and a controversial landscaping decision for the Bringhurst/Brinker's Village mixed‑use project.
Donna, a city staff member who presented the fee packet, told the council the proposed fee amendment simply reflects what Waste Management is charging and adds a $1.50 administrative line for transparency. Stephanie moved to accept the fee schedule update and the motion carried 5–0.
The council approved Ordinance 2025‑23 RZ to rezone the property at 261 East Center from R‑2 to R‑4 (referred to in the meeting as Camille's Place). Planning staff reported the Planning Commission’s public hearing was uneventful and that the rezone meets the general plan; Daryl moved to approve the ordinance and the motion passed by voice vote.
The council also approved a revised landscaping plan and the temporary use of culinary (city) water for the Bringhurst/Brinker's Village mixed‑use development under the city’s water‑dedication code option (12.1.150.010). Dave moved the measure, Tiffany seconded, and the motion carried 3–2 after substantial debate over water rights, timing of canal pressurization and whether the city or developers should shoulder future connection costs.
Other actions: the council accepted a plat amendment to clean up a small parcel boundary, approved meeting minutes and the agenda, and set a final walkthrough date for Center Street improvements. A code‑enforcement inquiry regarding a resident’s nonoperational bus (Chris Carr) was discussed but required no formal council action.
The council concluded the meeting with an adjournment motion.
