After executive session, Fayette commissioners approve vouchers and authorize talks on Kanawha Falls PSD debt

The Fayette County Commission returned from an executive session held for legal advice and took two formal actions: approval of vouchers and invoices presented to the board, and authorization for the commission president to enter nonbinding discussions with appropriate decision-makers concerning Kanawha Falls PSD’s debt composition and current and future operations.

Earlier in the meeting a commissioner had noted a conflict and recused themself from an invoice involving them; after the executive session Commissioners approved the vouchers and invoices with that recusal recorded. Commissioner Lisonbee said the commission had spoken with two members of the PSD board and their counsel during executive session and, based on legal advice, moved to empower the commission president to negotiate nonbinding terms concerning debt composition and operations. The motion was seconded and approved by voice vote.

The commission recorded that no formal decisions were made during the closed session and that the direction to the president is limited to nonbinding discussions. The motion and approval do not themselves change PSD governance or debt obligations; they authorize the president to hold informal talks with the goal of reaching understandings that would later return to formal consideration if needed.
