Policy committee orders review after members say Board Operating Guidelines appeared on BoardDocs without committee review

Elizabeth Lynch told the Keystone Central School District policy committee on Nov. 12 that multiple board operating guidelines had appeared on the district’s BoardDocs site without prior committee or full-board review; she asked the committee to require that new or changed BOGs be run through the policy committee before posting. “Anything that doesn’t have gone through review by the committee and then review by the full board, take it off of BoardDocs immediately,” Lynch said, and asked that the item be returned to the next policy meeting for review.
Dr. Frank Redmond responded that BOGs are often managed like administrative regulations and are posted as informational items; he said many BOGs dated back years and that PSBA guidance and legal review inform the process. “These aren’t new things that were put in,” he said, describing how BOGs and ARs are used to make operational guidance available. Christine, the board secretary, confirmed she is the person who posts policy items on BoardDocs and that she is the only person authorized to make those policy changes on the site.
The committee agreed to review OO6BOG01 (described in the transcript as BOG006BOG01) at the next policy meeting; members asked colleagues to send suggested edits to Christine and Dr. Redmond to consolidate into a committee-ready draft. Elizabeth Lynch also urged that any new BOGs be placed on the policy committee agenda for review and then presented to the full board as informational items before posting publicly.
The committee also discussed edits to the board-of-directors vacancy application: members recommended routing applications to the school board secretary (not the superintendent’s office), adding a field for municipality or voting region (staff will verify by GIS or tax office), adding a question about immediate family who work for the district (yes/no and position), and asking applicants whether they have time to attend two or more meetings per month. The committee assigned Christine to place OO6BOG01 on the next policy committee agenda and asked staff to send consolidated revisions to members for review.
Next steps: Committee members should send suggested edits to Christine and Dr. Redmond; Christine will add OO6BOG01 to the next policy committee agenda and will continue to manage BoardDocs postings. The full board’s next meeting was noted as Dec. 4.
