Keystone Central policy committee sets diabetes-management policy for first reading

The Keystone Central School District policy committee voted on Nov. 12, 2025 to place a revised diabetes-management policy on first reading and instructed staff to reformat the associated administrative regulation before sending it to PSBA for review. Chair Chris asked Dr. Frank Redmond to summarize changes; Dr. Redmond said the only substantive edit is removal of a sentence in the final paragraph that had stated such training “may be included in the district’s professional education plan.” The policy still requires the district to make a fact sheet available to parents and to provide access to some staff training.
Dr. Frank Redmond, who led the staff explanation, said the change is mostly editorial and that PSBA’s legal review and materials (including a fact sheet) will guide the district’s final public materials. “The only change is the stuff that’s in the bottom,” he said, adding staff will reformat the AR for clarity and numbering before PSBA’s final sign-off.
Elizabeth Lynch and other committee members pressed for clearer formatting and asked that staff present numbered lists and spacing to improve readability. Lynch asked whether a PSBA fact sheet will be available so individual schools need not create their own; Dr. Redmond confirmed PSBA materials will be used.
Committee members also requested parent input before the policy moves beyond first read. Chair Chris said he knows parents of children affected by diabetes and wants to solicit their views; the committee set the revised diabetes policy for first read at the December board meeting and discussed carrying a second reading at a later meeting if needed.
Next steps: Dr. Redmond and Christine (the board secretary) will reformat the administrative regulation (AR 209.2), send the draft to PSBA for review, and present the policy as a first read at the December meeting. The committee asked staff to seek brief parent feedback before the next step.
