Rockville council certifies Nov. 4 election results; council approves canvas

The Rockville Town Council on Nov. 12 formally approved the canvas of the Nov. 4, 2025 general election, confirming vote counts for mayoral and council contests and adopting ballot statistics for the town.
The canvas presented by the meeting chair showed 187 registered voters in Rockville and 144 ballots cast. The meeting record reports 136 mail-in ballots, one early in-person ballot, and seven in-person election-day ballots. Ballot-return issues included two challenged curable ballots and two unsigned envelopes; 2.1% of mailings were returned as undeliverable.
On the mayoral tally the transcript reports Kimberly Clark Arnold received 54 votes, and Pam Leach reported she received 90 votes. For the two available council seats, each voter could cast two votes: Jeff Ballard received 110 votes, Andy Estratus 78, Jan Faslin 30 and Skyler Davis 43.
A council member moved to approve the canvas and the council adopted it on a roll-call vote with all members present recorded in the affirmative.
The council noted precincts reporting 1 of 1 and that staff would file the official canvas with the town records. No challenges or contested outcomes were recorded in the meeting minutes.
