Key changes include converting the emergency management director from a contracted role to a county position (ambulance duties removed), changing the ambulance administrative secretary from a contracted role to a county position, creating an HR director position (replacing the HR generalist), adding a radio-tower technician to maintain the county’s approximately $8,000,000 tower investment, and reorganizing child- and youth-services staffing by replacing a supervisor position with a lead worker. Budget amendment: Staff explained clarifying budget adjustments requested during budget adoption: reductions to the ambulance payments-from-municipalities line (a decrease of $15,468) offset by reallocations including $5,006.25 transferred from parks and other line-item moves to balance the ambulance fund. The committee approved the budget amendment by voice vote.
Radio tower project timeline: Staff reiterated the tower schedule: antenna/microwave installation in November; configuration Dec. 1–15; testing Dec. 15–30; system functional Dec. 31; cutover in early January; full testing in 2026. The committee approved creating a new radio-tower technician position to support ongoing maintenance and reprogramming work.
