Blair County commissioners approve consent agenda, contracts and FAIR funding applications

The Blair County Board of Commissioners on Nov. 13, 2025 approved its consent agenda and a package of routine contracts and funding applications, including a pair of requests to the Pennsylvania Housing Finance Agency for Pennsylvania Affordability and Rehabilitation Enhancement (FAIR) funds totaling $200,000.
County staff read Resolution No. 516 (2025), which the board approved by voice vote. The resolution ratified warrants and bundled several routine items: budget transfers; the 2026 holiday schedule for nonunion employees; and a letter of support for Frankstown Township’s Memorial Park improvement project, phase 2. The board also approved the placement of a Juniata College student intern, Milana Miller, for 01/20/2026–05/20/2026, described in the record as a credit-only internship with no county cost.
The board unanimously approved the submission of a FY 2025–26 FAIR application for $50,000 for housing assistance and a separate FY 2025–26 FAIR application for $150,000 for housing rehabilitation. County staff (Speaker 4) explained that one portion of the FAIR program is funded from Marcellus shale impact fees and is available only to eligible active-well counties, and that the $150,000 request relates to the realty transfer tax portion of FAIR funds. "You have to be an eligible act county to receive those funds...we still have an active well here in Blair County so we're eligible to apply for this one," the staff member said.
The meeting record shows routine contract approvals and ratifications: a lease extension with Garden Gate Florist through Jan. 31, 2026 at $700 per month (the lease is to be terminated thereafter), and a deferred payment agreement with Doing Better Business, Inc. County staff also presented two Children, Youth and Families (CYF) service contracts—one with Justice Works Youth Care Inc. and one with City Missions Living Stones Inc.—both described as FY 2025–26 purchase-of-service agreements with associated HIPAA business associate language, effective 07/01/2025 through 06/30/2026.
Public Works presented and the board approved a proposal with Reaper Mechanicals for maintenance and service of HVAC systems and county communications towers from 11/01/2025 through 12/31/2026 at the rates listed in the vendor proposal.
The board’s approvals were procedural and passed by voice vote; the record records affirmative "Aye" responses for motions and notes a specific abstention by Commissioner (Speaker 3) from payments to Holidaysburg Borough and to "Thomas and Chandra Gendora" during the warrants ratification.
