COO Melissa Fyles outlined a proposed timeline: open applications Nov. 19, screen for statutory eligibility (one year residency in Redmond and registered voter status), redact identifying details for the initial review, cap interviews at 10–15 candidates, hold public interviews on Jan. 13 with a smaller set of finalists called back on Jan. 20, and swear in the chosen appointee the same night as the final vote. "Council has 90 days to fill a vacancy," Fyles said.
Council discussed application wording, whether to ask about Redmond‑specific experience or broader qualifications, and whether to require financial disclosure filings; staff said the application will include resume and cover letter and HR will verify residency and voter status prior to council review. Director Laird advised directing applicants to the HR office and the scheduled informational session rather than holding one‑on‑one meetings with council, to ensure consistent information for all candidates.
Council members suggested procedural refinements — for example, using ranked‑choice voting to narrow finalists — and asked staff to prepare options for how the candidate narrowing and ranking would occur. Communications staff will record and post the informational session so candidates who cannot attend live can access the same material.
Next steps: committee of the whole next week will finalize the application and interview questions and confirm the public notice schedule; staff will post the application and outreach materials after council clarifies those details.
